Exchange of Duty (SWAPS)

The SWAPS program provides opportunity for Active Duty and Full Time Support (FTS) Sailors to connect with other Sailors interested in exchanging duty assignments. Both Sailors must be assigned within the same geographical area (30 miles or less). Duty swaps may be approved when the exchange meets needs of the Navy and can be executed at low or no cost to the government.
Determine if you are eligible to request a SWAPS Exchange of Duty.
Review policy guidance for Exchanges of Duty (SWAPS) (MILPERSMAN 1306-700).
View listings by location and billet type of other Sailors interested in exchanging duty. This tool also can be used to create your own SWAPS listing.
Determine the official mileage between homeport locations that will be used when evaluating SWAPS requests (in CONUS).
